Система была спланирована так, чтобы при ядерной атаке на СССР она могла полностью автоматически, то есть без участия человека или с минимальным его участием, нанести ответный ядерный удар. То есть она может применить стратегическое ядерное оружие в том случае, если этого не сможет сделать высшее политическое и военное руководство страны.
Радиостанция УВБ-76 и теория “Мертвой руки”
Уже длительное время существует теория, согласно которой, радиостанция УВБ-76 используется в качестве сигнала “Мертвой руки”. Станция ведет трансляцию практически непрерывно с 70-х годов на радиочастоте 4625 кГц. При этом никто и никогда не заявлял о своих правах и не давал официальных объяснений относительно УВБ-76.
Трансляция на этой радиостанции представляет собой постоянный монотонный шум, который на доли секунды прерывается каждые несколько секунд, а также гудки и другие звуки. Раз в одну-две недели радиостанция транслирует на русском языке сообщения вроде: “Я УВБ-76, Я УВБ-76. 180 08 БРОМАЛ 74 27 99 14. Борис, Роман, Ольга, Михаил, Анна, Лариса 7 4 2 7 9 9 1 4”.

Сигнал этого коротковолновое радио распространяется на территории всей России и даже за пределами страны. Согласно теории “Мертвой руки”, постоянный сигнал дает системе понять, что все в порядке. Но если сигнал на какое-то время прервется, это будет означать ядерную атаку. В таком случае система “Периметр” будет сразу же активирована.
С тех пор, как энтузиасты начали наблюдение за УВБ-76 в начале 80-х годов, трансляция этой станции претерпела изменения. Изначально сигнал представлял собой просто серию звуковых сигналов. Однако в 1992 года транслируемые звуки стали другими.

Согласно данным из открытых источников, изначально сигнал поступал с российской военной базы в городе Поварово, примерно в 66 километрах от Москвы. Однако в сентябре 2010 источник сигнала изменил свое местоположение, в результате чего его стало сложнее отслеживать.

Интересно, что в 2010 году произошло необычной событие — вещание прекратилось на сутки, то есть в эфире была абсолютная тишина, но на следующий день трансляция возобновилась. Затем в августе 2010 года, произошло опять что-то необычное — в эфире возникали многочисленные паузы. 25 августа слушатели услышали звуки, которые напоминали “движение людей по комнате”, а также нечто, похожие на азбуку Морзе. Затем радиостанция передала отрывки из “Лебединого озера”, после чего были произнесены имена: “Михаил, Дмитрий, Женя Борис”.

Разумеется, никакого подтверждения этой теории не существует.
